- Replaced outdated tradition `tradition_welcoming` with `tradition_esteemed_hospitality` in multiple cultures.
- Added new cultural tradition `tradition_life_is_just_a_joke` with:
- Character modifiers (stress reduction, prestige gain)
- AI behaviour preference
- Cost and parameters definitions
- Expanded male and female character name lists in `NEOW_novelist.txt` to add more diversity and flavour.

Added several more special buildings and some generic universities. Added: Fourvière, Capitole de Toulouse, Château de Bretagne, Fort de Bordeaux, Fortified Port of Monaco and Port of La Rochelle. Added generic universities to : Rennes, Poitiers, Clerment Ferrand and Gernoble
Special buildings added: Palace of Fontainebleau, University of Montpellier and Statue of Isildur Bonaparte + some minor tweaks to others. Removed the mines in southern france, as they would be insignificant/mined out already.
Tweaked some of the older special buildings. Added the Eiffel Tower, Napoleons Line, Palace of Versailles, Port of Calais and Académie de l'Absurde (which needs lore description, since i am not familiar with it)
