Changed the can_construct and can_construct_potential requirements in alot of special buildings
Finally, added a templates for special buildings in Italy
Added several more special buildings and some generic universities. Added: Fourvière, Capitole de Toulouse, Château de Bretagne, Fort de Bordeaux, Fortified Port of Monaco and Port of La Rochelle. Added generic universities to : Rennes, Poitiers, Clerment Ferrand and Gernoble
Special buildings added: Palace of Fontainebleau, University of Montpellier and Statue of Isildur Bonaparte + some minor tweaks to others. Removed the mines in southern france, as they would be insignificant/mined out already.
